As a non-Indigenous support organisation, ANTaR Victoria believes we should be doing the heavy lifting and not leaving First Nations people to carry the burden of advocacy alone. We have always remained independent and grassroots, enabling us to maintain a strong and credible advocacy voice. We take our direction from First Peoples and have worked closely with the First Peoples' Assembly of Victoria and now with Gellung Warl.

Since its founding in 1997, ANTaR Victoria has been a consistent voice for justice, Treaty, and reconciliation. From defending Native Title rights in the 1990s to supporting the 2023 Voice referendum campaign, the volunteer-driven organisation has spent nearly 30 years educating and mobilising non-Indigenous Victorians to stand in solidarity with First Peoples.

A legacy of impact — and a moment of truth

ANTaR Victoria was formed in response to a direct call for allyship from Victoria’s statewide Native Title body, Mirimbiak Nations Aboriginal Corporation, following the Federal Government’s 1997 “Ten-Point Plan,” which threatened to weaken Native Title rights.

Led by Aboriginal advocate and filmmaker Uncle Richard Frankland and long-time ally Peter Lewis, ANTaR Victoria helped build a statewide network of community groups committed to justice and reconciliation — many of which still operate today as Local Reconciliation Groups.

Over the years, the organisation has:

Defended Native Title and land justice through public education and grassroots advocacy.
Created lasting symbols of solidarity, including the Sea of Hands installations — now Australia’s largest living artwork for reconciliation.
Led the Treaty Scroll campaign, which invited Victorians to sign and fingerprint a scroll pledging their personal commitment to a fair Treaty process.
Supported Close the Gap, the national campaign for health equity and life expectancy equality.
Backed the Voice to Parliament campaign, equipping local groups and faith-based organisations with resources, training, and events.
